Evelyn Stivers, Executive Director

Evelyn “Evvy” Stivers comes to Housing Leadership Council with 20 years of organizing and advocacy experience. Prior to joining HLC, Evvy was the Development Director for Urban Habitat. From 2004 through 2013 Evvy worked for the Non-Profit Housing Association on regional initiatives including the Housing Element and Inclusionary Housing campaigns. Earlier in her career she directed the Western States Field Office for the US Public Interest Research Group and served as the Livable Communities Associate Director for Greenbelt Alliance. She has served on the boards of TransForm, the League of Conservation Voters for the East Bay, East Bay Housing Organizations, and Housing Leadership Council of San Mateo County.
Leora Tanjuatco Ross, Associate Director

Leora joined the HLC team in August of 2016 and manages campaigns and staff members as our Associate Director. Leora is a third-generation Bay Area resident who studied architecture and English. Prior to joining HLC, she was a paid consultant for community outreach. She has also been active with a number of organizations associated with land use policy and advocacy. She serves on the national board of YIMBY Action, and is the current president of the Peninsula Democratic Coalition.
Ken Chan, Organizer

Ken Chan initially joined the HLC team in March of 2017 as our Operations Manager. He is a Bay Area native and graduated from the University of California, Berkeley with a Bachelor of Arts in Architecture. In March of 2020, Ken transitioned into his current position as an Organizer and is excited to help build towards a more equitable San Mateo Country through his affordable housing advocacy. He previously served as the Operations Manager for the Housing Endowment and Regional Trust and interned at both KCAssociates and Dorchester Bay Economic Development Corporation.
Vivian Le, Fundraising and Events Manager

Vivian Le joined the HLC team in March of 2020 as the Operations Manager. She is a Bay Area native and graduated from the University of California, Davis with a Bachelor of Science in Civil Engineering. Vivian hopes to redistribute political power to communities of color in the Bay Area. She currently serves on Emerge America’s Young Leaders Cabinet.
Michael Nguyen, Operations Manager

Michael Nguyen has been the Operations Manager since November of 2020. He was a transfer student from Fullerton College and recent graduate of University of California, Berkeley with a degree in Legal Studies. During his academic tenure, Michael was a member of Berkeley’s flagship Student Advocate’s Office and Basic Needs Center as a financial aid caseworker and Undergraduate Student Fellow, respectively. These student organizations are dedicated to delivering critical casework, scholarship, and public policy reforms on basic needs security for underprivileged college students. Michael aims to import his passion for and outlook on basic needs into dimensions of affordable housing advocacy.
Ángela Solis, Organizer

Ángela joined the HLC team in February 2021. A San Mateo resident herself, previously Ángela advocated for expanded Medicare and Medi-Cal coverage for underprivileged clients. As an Organizer, she is excited to continue to build toward a more equitable community on intersectional housing issues. Ángela holds a Bachelor’s degree in Communication Studies from Cal Poly, San Luis Obispo.
Fernanda De Velasco, Membership and Fundraising Associate

Fernanda De Velasco has been the Membership and Fundraising Associate since September 2021. She is a Bay Area native and graduated from San Jose State University with a Bachelor of Arts in Political Science and a minor in Journalism. During her time at SJSU, she worked with San Jose Spotlight, The International Rescue Committee, and the Panetta Institute to develop the skills necessary to apply her education. Fernanda aims to use her experience in media and policy to engage and educate local communities about affordable housing.
